Neil, I've used most of these panasonic resistor arrays, though not specifically the V4V and V8V. And I agree, one of the most confusing data sheets ever. The key here is that they only dimension (in a most unhelpful, mechanical engineering way) the 'red' area - that's your pad area; and note that the package 'fits' on those pads with sufficient toe area. The extension in the cross-hatched area is probably some drafters idea of being helpful, indicating that the pads could extend farther for testing or solder access. They don't mention solder mask, so normal solder mask swell applies. An earlier version of this same data sheet had a near-fatal pitch error on the footprint, but you've got the newer corrected one.
