The Philips Semiconductors web site is pretty good for footprint info. Also if you hunt hard enough you will find a request form that you can fill in for a free paperback book that has most of the IC footprints and lots of other info. 'Integrated Circuit Packages, Data Handbook IC26'. They certainly reference the JEDEC standard on most of the footprints, I can't say if they actually conform. My professional layouts are done by an outside contractor, on my private jobs I adjust the pad sizes to make hand soldering easier.
