Download the "Programming Specification" from Microchip.

I hope you have a good reason, most beginners just get a
ready-made programming software (and hardware).
Commersial or freeware...

If you're not specificaly going to design and sell a "new"
PIC programmer on the market, why bother... ?
That wheel have been invented many times before.
