There are smaller PC emulators. You can use PCEMU as a start,
  http://pcemu.sourceforge.net/

Also, thew MAME/MESS source has emulators for a variety of CPU's,
including 8086, nec V20, nec V30, 80186, 286, 386, 486 and Pentium,
