The US also planned to conquer Canada, and much more recently than 1908. 
There are a large number of such plans everywhere. It does not mean 
anything. The military make such plans while they doodle over a 
sandwich, the same way an engineer your calculate the stress in a steel 
bridge while on vacation. The only thing that is questionable is, 
whether the US military really cannot afford a decent capacity document 
shredder. Ether that, or they *like* to embarass someone from time to 
time.
