One problem is that there is no free version of Qt for Windows before Qt 4 (and piklab uses Qt 3). I could have access to a licenced version of Qt for Windows but I'm unsure if I can use it for distributing binaries... Of course if somebody is interested in porting the non-GUI code of piklab to Qt 4, that could do it. Porting the GUI to Windows seems completely out of reach until KDE 4 is released for Windows...
