If it's not a one-off, it's probably better to do a custom board. The cost of the board is really not much in the scheme of things, since the software costs will dominate. We've got experience with TCP on a 18F. One of my current projects includes a 18F6527 doing both wired ethernet via a ENC28J60 or WiFi via a compact flash card depending on configuration. How many of these things do you need? When do you need them by?
