My dear ol' mom (84 this year, a retired college professor) said that the reason the Roman Empire prospered for so long was not their engineering, which was awesome, but their incredible method of justice. Whenever someone was killed, the authorities simply sought out whoever would gain from the death, and punished him or her.., never bothering to actually chase down the culprit. That form of justice kept people from plotting a lot of stuff, because they knew that they never could get away with it. This caused people to genuinely hope that nothing ever happened to their rivals.
