They used to have separate installation CDs for upgrade vs fresh install.
The upgrade disks wouldn't do a fresh install and vice versa. This was in
the 9x era and I'm not sure this is still the case -- I've never attempted
an upgrade with any NT type system.

Short of "bare new drive" maybe "bare new partition" helps you -- if you
have enough space. This at least leaves your old installation accessible.
