A friend of mine is a French chemist specialized on waste treatment; she has to take certification exams whenever she moves to another country (first to the US, then to Canada), as she's working mostly on public waste treatment plants. For such people, these certifications are essential, for most EEs they are a "prestige thing" or "maybe handy sometime" as you say -- so maybe on average they don't take it as seriously.
