Your first suggestion is setting up a server, and routing all the traffic through that server - much like Herbert's VPN server but using a Perl script rather than a VPN server? As to the second, if anyone has any contacts, I would appreciate them. I did respond off-list to Dave Lag regarding his contacts as well. I will try to google "Perl server ISP" and see what comes up.
