You know, this sounds like something that may be workable with some of the students I know (including me) at my university. A number of us do electronics stuff, and are quite familiar with thru-hold soldering. Off the top of my head I suspect you're not going to get prices much below $0.10 per part, but at least your shipping will only be to Toronto, Ontario accross the border.
