Well I'm sure at least some of the problem deals with browser detection, many sites just aren't ready for an "IE 7" string, and therefore default to some very basic thing. Some of the problems though WERE dealing with IE interactions. Not being much of a web designer myself I'm not really that sure WHERE the problems are. In the end, I agree with you completely, on principle. However, when you are dealing with a near monopoly things don't always happen the way they should.
