For an experienced user the install procedure isn't too bad, but for a person newer to Linux it can get damn confusing. I'm not sure if SUSE has RPM support (it probably does), but even if it does, go for the second one (without the "rpm" string in it). Anywhere you want! Of course, some places are a better idea then others. If you want all users to be able to access the SDK I'd install in the /usr/bin or /usr/local/bin area. Personally I simply follow, step by step, the instructions sun provides. I can't find the specific package your trying to install on Sun's site, so I can't give you a link to their instructions. Go to Sun's site and search for the relevant install instructions.
