I believe the full instruction was "Ping do not reply". Since Russell is not (as of last notice) named Ping, then that instruction does not apply. The following instruction "Ping!" is likely to be the one he responded to, and he negatively acknowledged that ping. Why he has to be so negative is anyone's guess.
