Check out Apnote 13 by Jim Williams of Linear Technology.  He details an 
F-V converter that runs from 1 Hz to 30 MHz.  You would not need most of 
the digital control circuitry he shows but the current-source driving a 
capacitor with a high speed comparator would do most of the work for you.
