Actually, the reason why I do it is that for some reason, IIS (4.0) seems to get stuck on certain connections once in a while. It will decide that a browser is still connected and never release it, even days later. Only happens rarely, but they add up over time and eventually make the server think there are too many people connected. The only way to clear it is to stop and start the service or restart the PC. The restart is easier, so I just do that.
