"If I drive fast enough, that red light will appear green"

Wonder what the legal implications of that are. Would you be stopped for 
speeding, but free of charges for ignoring the traffic light? What if 
you went overboard and made it blue? Could you sue saying that the 
traffic light did not follow the specs?
