I don't think NZ has fire hydrants, Australia doesn't.

Not on roads anyway.  They're embedded in the road, or on the side of
the road.  Covered by a metal plate.  So you can run over them all you
like.  There's usually a little sign to show where they are, often
nailed to a telegraph pole.

So Russell may be parked ON a fire hydrant.
