Well, it seems pretty obvious to me, the car is parked too close to the
driveway.

I don't know about your jurisdiction, but most have a rule regarding
minimum distance from a driveway. The reason is actually safety since a
person coming out of that driveway will have severely reduced
visibility.

I am curious what the citation says, and I find it frustrating that you
didn't include that information in the message (therefore wasting our
time).

Well, if it's for the reason I've specified I wouldn't bother. But since
you didn't include what the citation was for I can't comment.
