The concern being that the parked car might shield the visibility of/from another car pulling out from the driveway. Here we're required to park 3m minimum from fire hydrants, and some other minimum distance from bridges (for some reason). I don't think there's any minimum from driveways (some people get close enough in the city to make it hard to turn in and out-- generally cars can only legally park on one side of a residential street at a given time of the month), but there is also a minimum distance permitted from intersections, even between small residential one-way streets.
