Something as simple as a 12F509 would do the job. Personally, I have a 18F2455 that doesn't leave my breadboard. While not as simple as others available and it's complete overkill, it's nice to have nearly everything I'd like to play with. (USB, lots of OSC options, 4x timers, 3x ext interrupts, ADC, SPI/I2C, UART, etc..) Also, consider what your programmer is capable of writing too. The other consideration would be to find a similar project and use the same chip they did, especially if their project includes code.
