I think that you will find that the best way to 'flash' liquid is to pulverise it very very small *after* bringing it as near as possible to its boiling point while liquid. I wrote on the thread that discussed your flash engine idea, that I think that a *really* small engine could be made like this (small, as in micromachined or similar).
