Do yourself a favor and search the Texas Instruments, Maxim and Linear Technology web sites for their applications notes on Li-Ion battery charging. They will tell you all you need to know about the subject. For debugging applications using RS232 you may be thinking of Bray++ Terminal or RealTerm. Google for either -- they are both great tools for RS232 development work.
