IIRC Olin gave an (at least partial) answer to that: for destinations within the US he could just drop his packages, for outside he had to fill in forms (in person). At least for a professional that is much more of a problem than a higher fee. Compare to my situation: small packages (that fit in a mailbox) I can just drop in the mailbox, never minds what the desination country is. Largers ones can still be dropped, but at the post office. But withouty standing in the queue, without filling in any forms.
