It's not outside the realms of possibility. There's a registry key much loved by spyware called RunOnce, mainly used by install programs to run tidy-up stuff after a reboot - the 'reboot to continue installation' message. When shutting down, you'd need to scan for all open apps, and write them to the RunOnce key. At reboot, they'd open, and by removed from the list. Downside is it's a bit hard to open the application AND the document you were looking at. You could look in the 'Recent Documents' list, and see if any of those files are still open (check the locks). Of course, you need to get in before the application itself closes. Could be done... Otherwise just move what you always want to open to the Startup menu.
