Mostly I read EEtime.com and CNet.com for EE and IT news respectively. Google also helps a lot when I need to search for some design ideas. Maybe PIClist members will help you as well if you have an interesting topics. For more advanced journals, then IEEE has many magazines. IEEE Explore will give you access to the magazines you subscribe as well. Some organizations have subscription to IEEE Explore access.
