I fixed my own, it's a couple of cheap output buffers that nearly always fail (they are a 74' series part but can't remember full part of the top of my head). However you can send them back to Microchip who will fix them for you (actualy, you just get sent an ICD2 from their pile of fixed ones so turn around should be pretty quick).
