The frequencies are sold to the highest bidder in an auction, bidder who does not know how much they are worth. It's a future, and he gambles on the value. Since the highest bidder wins, it is guaranteed that he has evaluated them *too high* when compared to the others. And *this* is the money they need to recover from service prices, and make some profit (taxed too, of course). This is a proven recipe to ensure that effectively maximum prices and maximum taxes will be paid on the set or 'services'.
