Sorta.  A different form of federal funding.

Federal funding for the interstate system was originally separate from
the federal highway system.  There are (were?) laws on the books that
made the interstate system 'belong' to the defense department in
particular emergencies.  I'm not up on whether all the old distinctions
still exist.

Originally the interstates were also limited access and federal highways
were not but now limited access roads can be interstates, federal
highways, state roads and in a few cases even county roads (Fairfax
County Parkway in Virginia for example).
