Any pin going higher then a few 100s of
millivolts above Vdd is against the datasheet.

Make sure that no I/O pin ever can get a
higher voltage then Vdd, including your
10 Mhz clock input.

One way is to clamp the clock signal to Vdd
with a (schottky) diod.
