The new software works! It doesn't complain about the programming voltage, And it programs just fine. The debugging capability does NOT work. I will enter a trouble ticket with microchip. Thank You Xiaofan! (How do you pronounce that name?) I don't generate the programming voltage, the ICD does! I have the same problem but ICD2 can program the chip despite the warning. It is a bug of the ICD2 firmware. You can manually download a new firmware from Microchip Forum. I reported the bug quite some time ago.
