In SX Microcontrollers, SX/B Compiler and SX-Key Tool, George Herzog wrote:

1. An additional external parallel resistor of 1 meg might get the Oscillator going if that is the problem.
2. Seems that BOROFF should allow it to run at the lower voltage.
3. I wonder if the WATCHDOG has some programing bug that causing this problem.

Could there be a faulty soldering of a capacitor [a solder bridge] that demands the extra voltage?
Could there be a cold solder joint at the point of power supply that is demanding extra voltage.

These things might show up if you remove the ICs and trace all your power supply traces.
