A Solartron 7040 DMM (often available cheaply on Ebay) includes 3 current 
ranges (autoranging):-
0-1mA    1.0999mA FSD  100nA sensitivity
0-100uA 109.99uA FSD   10nA sensitivity
0-10uA   10.999uA FSD   1nA sensitivity
all with a shunt resistance <100R
