OK, it seems to work now.

I went to www.robh.nl just to check to see if I was correct about XWisp2
only running under Linux.  As usual, I was wrong, so I downloaded the
executable  and it programmed the 16F628 OK.  The only problem was that I
had to specify the target, as it did not auto-detect it.  But that is no big
problem.

So that seems to solve the problem.
