Are you asking why PORTB has weak pullups built in? If so it's simply a feature that Microchip has provided that is often usefull when used in conjunction with PORTB's interrupt on change feature. It can allow a switch to be connected from the port pin to ground with no other components. You do not have to use the pull-ups's, they can be disabled by the RBPU bit.
