A lighter line and pulley made of a very light material as well as a larger
blimp or some method of using the wind to pull the unit higher like a kite.

The amount of power taken up by the generator on the ground has to be
balanced against the upward pull of the unit so that an operating height is
maintained.

Basically, the field of the generator needs to be modulated in proportion to
the takeup spring tension on the other gounded leg of the teather.
