People don't ship out of the US because it's genuinely difficult to keep track of all the legal aspects that might apply. Oh, you can get away with for an occasional personal shipment or something that might be considered "gifts", or that is well under the limits, goods, and destinations where the law starts to take notice. But start to do "export" as part of an identifiable business and you'll need to either have your own lawyers, or rely on the lawyers of UPS/etc (and pay their high rates.) "Customs" is only the beginning. (I remember I time I took some parts and EPROMS with new software up to Canada, in blissful ignorance of any special requirements.
