Try Delphi and Turbopower's APRO (free, from sourceforge.net). Making serial 
comm. apps with APRO is really a nobrainer. It has components that allow you 
to describe your data package and it will nicely trigger events when a 
package has been received. Pretty solid set of components. You can run in 
any version of windows and no need to install any additional packages (ie 
.net framework)
