Ok, small was maybe no the right word, but simple is.
As simple as possible (not to create, but hardwareish)

So, could a make a FPGA pump >10Mbps, and do what I described?
(I know its not as simple as that)
Is this a realy hard way to do it? (Setting up the FPGA)
...or does the compiler and downloader do all the hard work?
