Looking at the rather detailed ebay pictures I get the impression that it uses one of those USB-RS232 bridges and therefore it should be as slow as the RS232 ICS2s I've seen an ICD2 clone which used a 40 pin PIC18 to communicate via USB and pass the information to a PIC16 which is the proper ICD2 PIC. I guess that short of a PIC18 (which this circuit does not have) or a Cypress chip (which aren't through hole) you're stuck with a FTDI bridge which is no better than a RS232 connection to the computer since the ICD2 PIC still thinks it's talking to a serial port and is limited to the 57600 bps datarate.
