SX/B (Basic Compiler) if free and is/was intended to be an aid in learning assembly. If using SX/B all you have to worry about is getting the DEVICE and FREQ statements correct between the two chips and of course using the right ports SX28 does not have a port D or E.

SX/B is a great tool, even Parallax uses it to create their ParallaxFX expansion products.
