My 1W luxeon flashlight produces about 10 times the light of that 2.5W panel of 5mm LEDs. 25 flashlights (25 watts) should easily rival a 100W incandescent. 10 of my panels will not even be close. It could be an economies of scale type thing. A C7 christmas light bulb takes 7 wats and a string of 50 of them (even white) gives a tiny fraction of the light a 100W bulb does.
