Things like that enable almost anyone to drive, and survive. In places with no public transportation, like the U.S., everyone must be allowed to drive or else there's no getting around. So just make the cars as safe as possible, no matter what the cost. I realize that's an oversimplification, but have you ever tried to get to work and supermarket without a car?
