Correct. The first four identify the bank, and there are "ranges" for different banks or credit card providers. It's not widely discussed, but it's not all that secret either. A funny thing happened once, when a certain major provider of mag cards had been providing test cards with a valid but bogus credit card number (passes LUHN check) and then visa expanded it's range and issued that card number to someone...
