It probably doesn't take much- the oscillator and some appropriate caps and pull up resistors should do it. Most of the PICDem FS components could likely be left off. As Microchip is wont to do, they published the schematic for the PICDem FS in its user guide: http://ww1.microchip.com/downloads/en/devicedoc/51526a.pdf They almost always seem to do that- it just makes sense, for a development board.
