That occurs when there is no unique serial number in the port. That is why the FT232A and B devices have an external EEPROM, to contain the OEM configuration data. It can also be a problem if you have plugged the device in once, and then unplug it and plug into another USB port on the host - voila yet another COM port, different number to where it was plugged before.
