There are lots of people who know any of those three languages, and the scripting languages like Perl and Python are also very well supported. I honestly tihnk that the language chosen is neither the greatest motivator nor the greatest deterrent from a potential contributor's point of view. To get contributors you need to be working on a project which a large number of people will have interest in. You need people to believe that their contributions will be welcomed, and you need to present a project which is well organized. Also, you probably don't want to reinvent the wheel, as the saying goes - if there are already programs that do what you're trying to do, consider contributing to those rather than starting a new copy of the same old thing. So, new idea with good leadership which will value the contribution of developers. Then pick the language best suited for the task, and the developers will come. Theoretically.
