On second thought, you may want to read the application notes for 
programming the 628 and compare them to those of the 870.
This appears to suggest there needs to be a different programming 
algorithm to program the eeprom for the 628.
You'll need to compare timing and actual instructions used to speak to 
the PIC. They are described in the app notes.
