Perhaps it's not a silly reason. Let's say for argument sake that he
lives in a country to which there is a technology embargo, therefore he
would not be able to get samples or buy chips! I have to sign a
declaration and it has to be renewed every year that I'm not allowed
to resell the goods I purchase from US or Canada to certain countries
and I guess everyone else is bound by similar conditions.

So if anyone sells "surplus" chips to this person, could find himself or
herself in breach of the agreement and M.I.B could be knocking on their
door in the middle of the night and they will never be seen again ;-)
